The elections office instructions for collecting signatures:
You have until November 9th. However, we have an election on November 3rd and the registration deadline is October 23rd. We will hold the forms and process them after Election Day. We will not be verifying any petition packets until after the packets have all been submitted. Below is a count of Provo’s registered voters as of today. We will need 3200 eligible signatures. We must get 7.5% of the number of active voters in at least 4 of 5 council districts - see UCA 20A-7-601.

Petition Circulation Information from Utah County Elections Office:
Number each packet. Your petition should start your numbers at 100. Each packet needs a
three digit number predominantly placed on the cover page. Numbers only NO alpha.
A packet must be submitted electronically within seven days of the first signature in the
packet. Email packets to utahcountyelectionsoffice@gmail.com
• The email subject line should be the same as the attachment. (ie; Provo Masks packet
101)
• Rename the attachment with the packet number and petition name. Scan in and email
full packet. (ie; Provo Masks packet 101)
• Once a packet has been emailed, we recommend you “X” through the remaining lines
and pages so that no additional signatures can be added.
• Record on the cover page the date and time the packet was emailed.
Packets must be bound when they are submitted to our office.
We will not begin verifying signatures until the physical packets are turned in.
Gathering Signatures:
A voter must use a residence address. Business addresses or PO boxes will not be counted.
The date of birth is optional, please understand that your validity rate will improve if we have a
DOB.
We verify the signature for each voter who signs the petition.
Handwriting is important. If we can’t read it, we can’t count it.
If a voter signs more than one packet, we will only count the signature once. Subsequent
signatures will not be counted.
Signing for someone else is unlawful and we will not give the voter credit for signing the
petition.
Voter Registration:
We verify the voter is registered in the jurisdiction. If the voter has recently moved, they need to
update their voter registration before we verify the packet. We encourage voters to register
online at vote.utah.gov
Because you are circulating a petition at the same time as a voter registration deadline, keep in
mind that it is unlawful to hold voter registration forms. All paper registration forms must be
received in our office before 5:00 pm on October 23rd. Forms received October 24 through
November 3 may not be processed after Election Day. (Rozan clarified: You have until November 9th. However, we have an election on November 3rd and the registration deadline is October 23rd. We recommend arriving early on the day packets are due.
• Packets must be inside our office door before 5:00 pm to be valid.
• Our door will be locked at 5:00 pm and no one will be allowed in or out until the packets
have been checked in.
